PPWR 2026: what Spanish businesses need to do
The Packaging and Packaging Waste Regulation (PPWR) is the new EU rule replacing the old packaging directive. It has been applicable in Spain since August 12, 2026. This guide summarizes what changes and what businesses need to do.
What PPWR is
PPWR is an EU regulation, directly applicable in every member state with no need for national transposition. It governs packaging design, recyclability, recycled content, and packaging minimization across the EU.
What obligations it introduces
Among other things, PPWR requires businesses to demonstrate the recyclability of their packaging, generate Declarations of Conformity proving compliance, and reduce empty space and over-packaging under Article 24.
PPWR isn't the whole picture: Spain adds its own layers
PPWR sets the EU framework, but Spain adds two obligations that aren't part of PPWR itself: the SDDR deposit-return system and the IEEPNR special tax on non-reusable plastic, in effect since January 2023.
Who needs to comply
PPWR affects any business placing packaging on the Spanish market, whether as manufacturer, importer, packer, or distributor, regardless of size.
How to prepare
The first step is a complete inventory of your SKUs with their materials and weights. From there you can generate Declarations of Conformity, check recyclability, and calculate Spain's additional obligations.
Does PPWR replace Spanish packaging law?
Not entirely: PPWR is the EU framework, but Spain keeps its own obligations like SDDR and IEEPNR, on top of what PPWR requires.
